Summary

GujBill is an independent utility that presents Gujarat electricity bill and consumption information in a more readable form than the official portal. It is not affiliated with, endorsed by, or operated by any government body or electricity board.

We do not sell or trade your personal information. Signing in uses Google Sign-In, and if you choose it we store the minimum needed to keep your consumer numbers available across your devices: the email address and name on your Google Account, and the consumer numbers you add. You can remove a linked consumer profile from inside the app at any time, and you can have the whole account deleted by emailing us.

The app is free and funded by advertising. Ads are served through Google AdMob, which also mediates demand from Meta Audience Network and Unity Ads, each of which collects device-level advertising data of its own. Nothing you enter in the app - your consumer numbers, your bill details or your email address - is ever passed to the advertising SDKs. Section 6 sets out what is collected and how to limit it.

The app contains no payment gateway. Bills must be paid through the official payment partners listed on the electricity board's own website.

1. Who we are and what this policy covers

GujBill is published by Ninely Tech ("we", "us", "our"), an independent software studio. For the purposes of the GDPR we are the data controller for this app, and under India's Digital Personal Data Protection Act, 2023 we are the data fiduciary.

This policy covers the GujBill Android application distributed through Google Play under the package identifier inc.pragat.gujarat_vij_bill.

By installing and using the app you accept this policy. If you do not agree with it, please uninstall the app.

2. Information we collect

The app works without an account for one-off lookups. Google Sign-In is the only sign-in method the app offers. If you use it, Google asks your permission and then returns your basic Google Account profile to the app - your email address, your display name and your profile picture URL - and we collect the following:

  • Email address and display name - returned by Google when you sign in, used to authenticate you and to personalise the interface.
  • User ID - an identifier issued by Firebase Authentication so we can associate your saved connections with you.
  • Consumer numbers you add - the connection numbers whose bills you want to check. These appear on your own bill and are retrievable from the official portal without authentication.
  • Usage and diagnostic data - aggregate analytics and crash reports, used to find faults and improve the app.

The purpose of offering sign-in is simply so that you can pick up where you left off from any device. We do not collect payment card details, precise location, contacts or your photos.

Collected automatically, whether or not you sign in. The advertising SDKs built into the app collect technical and advertising data on Google's, Meta's and Unity's own infrastructure:

  • your device's advertising identifier (GAID) and your App Set ID, a separate identifier Android scopes to this developer's apps;
  • your IP address, the approximate location inferred from it, and your connection type and mobile carrier;
  • your device model and manufacturer, operating system version, screen size and resolution, language and region settings, and the package name and version of this app;
  • which ads you were shown, how long they were on screen and which ones you tapped, together with the signals used to detect invalid traffic and ad fraud.

None of your account details, consumer numbers or bill data is passed to the advertising SDKs.

3. How we use information

We use the information described above only to:

  • authenticate you and keep you signed in;
  • store and restore the consumer numbers you have chosen to save;
  • display your name so the interface feels like yours;
  • diagnose crashes and understand which features are used, in aggregate;
  • display the advertising that funds the app.

If you have signed in, we may also use your email address to send you occasional updates about this app and about other Ninely Tech products. We send these only where you have consented or the law otherwise permits it, every message includes a way to unsubscribe, and you can opt out at any time without affecting your use of the app.

We do not sell, trade or rent your personal data to anyone. Your account details, your consumer numbers and your bill data are never passed to the advertising networks and are never used to target ads. Those networks do use the device-level identifiers described in section 2 to choose which ads you see; section 6 sets out what that involves and how to limit it. We do not serve your data to any other user.

4. Permissions

GujBill requests network access, which it needs to retrieve bill information from the official portal and to sign you in. It does not request contacts, precise location, camera, microphone, SMS or phone permissions.

Where a future version requires an additional permission, it will be listed here and on the Play Store listing before it ships.

5. Third-party services and processors

We rely on the following third parties, each of which processes data under its own privacy policy:

Service Role Policy
Google Sign-In and Google Firebase Google Sign-In verifies who you are and passes your Google Account email address and display name to the app. Firebase handles authentication, database storage of your saved consumer numbers, analytics and crash reporting. firebase.google.com
GUVNL portal Source of the bill and consumption information the app displays. Operated by the electricity utility, not by us. portal.guvnl.in
Google AdMob Serves part of the advertising that funds the app, using your advertising ID (GAID), App Set ID, IP address and the approximate location inferred from it, connection type and carrier, device model, OS version, screen size, language, app version, and ad interaction and fraud-detection data. support.google.com
Meta Audience Network Serves the rest of that advertising, using the same categories of data: your advertising ID and App Set ID, your IP address and the approximate location inferred from it, your device and network details, and your ad interactions. Meta may combine this with information it already holds about you if you use Facebook or Instagram. facebook.com
Unity Ads Also serves advertising when AdMob mediation awards it a slot, using the same categories of data: your advertising ID and App Set ID, your IP address and the approximate location inferred from it, your device and network details, and your ad interactions. unity.com
Google Play Distribution and installation of the app. policies.google.com

Your account data is held on infrastructure operated by Google, which may store and process it in data centres outside your country. Where personal data is transferred internationally, that transfer relies on the safeguards Google offers under its terms, including the European Commission's standard contractual clauses where applicable.

6. Advertising and your choices

GujBill is free, and advertising is what pays for it. Google AdMob is the advertising platform in the app, and it also acts as the mediation layer: for each ad slot it runs an auction and either fills the slot itself or hands it to a mediated partner network. The mediated partners are Meta Audience Network and Unity Ads. Whichever network wins a given slot, its SDK renders that ad inside the app.

To select an ad, render it at the right size, limit how often you see the same one and measure performance, these networks may use your advertising ID and App Set ID, your IP address and the approximate location inferred from it, your device model, operating system version, screen size, language, connection type and carrier, and your ad interactions. Depending on your settings and region, those ads may be personalised to your inferred interests.

The first two controls below are device-level and apply to all three networks, because each of them reads the same Android advertising ID. Meta's own controls are separate:

  • Android 12 and later - Settings → Google → All services → Ads → Delete advertising ID.
  • Android 11 and earlier - Settings → Google → Ads → Opt out of Ads Personalisation.
  • For AdMob, manage your preferences online at adssettings.google.com.
  • For Meta, manage them in your Meta ad preferences, and see what Meta collects in its privacy policy.

Opting out does not remove ads; it means the ads you see are no longer personalised.

Deleting the advertising ID does not remove your App Set ID, which Android keeps for analytics and fraud prevention across this developer's apps. That identifier is reset when you uninstall every app from this developer on the device.

7. Where the bill data comes from

The bill payment and consumption details the app shows are retrieved from the official public portal at portal.guvnl.in. That information is accessible to you there directly, without authentication, but not in a form that is comfortable to read on a phone. GujBill exists to present it clearly.

Everything the app displays therefore depends on data served by that portal, not by our servers. We do not alter it, and we cannot correct it. If a figure looks wrong, or your account details need changing, please contact the support desk or helpline number published on the official site.

8. Payments

The app contains no payment gateway and never asks for card, UPI or netbanking details. If you want to pay a bill, do so through the official payment partners listed on the electricity board's own website. We do not receive, process or store payment information of any kind.

9. Data retention and deletion

You are in control of the account data we hold:

  • Remove a connection - delete any linked consumer profile from within the app, at any time, without contacting us.
  • Delete your account - email support@ninelytech.com from the address you signed in with and ask us to delete it. We will remove your account and its associated saved data, and we will action the request within 30 days. There is no charge for this, and we do not ask you for a reason.
  • Retention - we keep your account data for as long as your account exists. Once it is deleted, it is removed from our active systems, and from routine backups within a short period thereafter.

Aggregate analytics and crash data are retained by Google Firebase under Google's retention settings and cannot be traced back to you individually.

10. Security

We take reasonable technical and organisational steps to protect your information against unauthorised access or disclosure. Your account data is held in Google-operated infrastructure, protected by that platform's access controls and encryption in transit and at rest. Access rules are configured so that your saved connections are readable only by your own signed-in account.

No method of electronic transmission or storage is completely secure, and we cannot guarantee absolute security. If we ever become aware of a breach affecting your personal data, we will notify you and the relevant authority where the law requires it.

11. Children's privacy

GujBill is a household utility tool intended for adults responsible for paying electricity bills. It is not directed at children under 13, and we do not knowingly collect personal information from them. If we learn that we hold such information, we will delete it promptly. Parents or guardians who believe a child has provided us with personal data should contact us at the address in section 14.

12. Your rights

Depending on where you live, you have rights over your personal data under laws including the EU and UK GDPR, the California CCPA/CPRA, and India's Digital Personal Data Protection Act, 2023:

  • Access - ask for a copy of the personal data we hold about you.
  • Correction - ask us to correct data that is inaccurate, or update your name in the app directly. Bill data itself must be corrected by the electricity board.
  • Erasure - email us to have your account and its saved data deleted.
  • Portability - ask us for your saved connection data in a machine-readable form.
  • Objection and restriction - object to or ask us to restrict particular processing.
  • No sale of personal information - we do not sell your personal data. Where personalised advertising counts as "sharing" under the California CCPA/CPRA, you can opt out through the controls in section 6.

To exercise any of these, email us at the address in section 14. We do not charge for this and we will not discriminate against you for asking. You also retain the right to complain to your local supervisory authority.

13. Changes to this policy

We may update this policy from time to time. When we do, the revised policy will be posted on this page and the "Last updated" date above will change, and the Play Store listing's Data Safety section will be updated to match. Please review this page periodically.
